Gelu is a founding partner of Biris Goran. Prior to this, Gelu worked in the Bucharest offices of US law firm Altheimer & Gray and Salans from 1999 to 2006. Before that, he worked with the Romanian Competition Council. A Fulbright Scholar, he is admitted to both the New York and Bucharest Bar Associations.
Gelu is a competition law expert, and is regularly called upon by leading multinationals in Romania to handle major merger control applications and anti-cartel proceedings and has managed their antitrust compliance programs. In addition to competition law, Gelu focuses on mergers & acquisitions as well as real estate transactions (in particular retail roll-out programs). He also regularly advises on construction law, particularly negotiation and finalization of FIDIC contracts. Gelu has published extensively in prestigious publications, including The Global Competition Review and The International Business Lawyer, and he is a frequent speaker at international seminars and conferences.
In the 2009 edition of PLC Which lawyer?, Gelu is recognized for having “over ten years’ experience exclusively in competition law… [enjoying] a solid reputation in the Romanian market”.
