Victor is a founding partner of Biris Goran, and heads the firm’s highly touted real estate practice. Before founding Biris Goran in 2006, Victor worked in Chicago for Altheimer & Gray from 2001 to 2003 and for Salans in its Bucharest and Shanghai offices from 2003 until 2006.
A native English speaker, Victor focuses on all aspects of real estate transactions in Romania, with a particular emphasis on joint ventures, having assembled several joint ventures for the development of logistics parks, shopping centres, residential complexes and office buildings. He routinely advises on acquisitions, as well as office and retail leasing, and is skilled in organizing transactions so that deadlines are met and that resources are allocated efficiently.
His practice extends beyond Romania’s borders, and he has recently acted as lead attorney on two major transactions in Kyiv, Ukraine, as well as advising on transactions in the Republic of Moldova and Turkey – in all cases having primary negotiation and transaction document responsibility and coordination with local counsel.
The 2009 edition of Legal 500 states that clients are ‘satisfied with the high quality of his all-round real estate advice’ and he is also described as ‘one of the most pro-active, thorough, client focused and pragmatic real estate lawyers in the market.’ The 2009 edition of Chambers and Partners reports that he is ‘praised for his flexible approach and negotiating skills’. Clients are quoted as stating that ‘he is accommodating to our needs and we know we will find a solution when we work with him’.
Born in Canada of Romanian immigrant parents, Victor has published numerous articles and book reviews on aspects of East European transition and Romanian commercial law in various foreign and domestic publications.
- Acted for European Future Group in cementing a joint venture with Immoeast and Spire Group of Canada to build a cold storage warehouse in Pantelimon, Romania, and help establish the framework for a rollout of such logistics centres across the region
- Acting for the investment arm of a major US bank in its investments in Romania, including forestry acquisitions
- Acting for an investment fund in concluding a joint venture with a major UK investment fund to develop an office park near Boryspil International Airport, Kyiv, Ukraine
- Ongoing assistance to owner of a major shopping centre in Transylvania, Romania
- Assistance on a joint venture to develop a multi-hectare logistics park in Izmit, Turkey
- Acted for Romanian seller of Sitel Group, a major Romanian fine foods distributor, to the Vivatis Group of Austria
